Housing Trust Chair Richard Stanley and Planning Board members agreed the boards must divide labor: Planning Board will draft zoning definitions, while Housing Trust handles operational rules including ownership, fees, and days of operation. The Housing Trust had previously drafted a bylaw to phase out short-term rentals but withdrew it after learning regulation must be embedded in the zoning code, not a general bylaw.
